Contemporary policymakers, as their predecessors, continue to view nomadic people as a weak minority, and their way of life and raising livestock as a backward and inefficient paradigm. Wherever nomads are not the dominant group, the trend to settle them continues even today as in the past. This book describes the changes forced upon formerly nomadic groups and how they still attempt to maintain their traditional, social, and cultural practices in their new settings. The book deals with the several modes (...) of livelihood of these communities, including entrepreneurship, and demonstrates the impact of investment-oriented urbanization policies leading to eviction from ancestral lands, and hurdles for nomadic mobility, ultimately threatening their survival. The book illustrates how some groups like the Borana and the Maasai practice livelihood diversity and raise productive livestock, and how other groups migrate to urban centers in search of employment and remit money to family members left in the rural areas. The book aims to raise awareness among the research community, especially those who work on regional and demographic labor policies. It helps in understanding why society needs to help build business and livelihood strategies without harming the values of nomadic groups. (shrink)

This paper builds on theoretical developments that view entrepreneurship as emancipation, i.e., entrepreneurial activities as generators of change and pursuit of freedom from perceived constraints. Using a representative data set of 1095 SMEs owned by Indigenous entrepreneurs in Canada, the authors investigate how pursuit of this freedom affects the way entrepreneurs enact several aspects of their ventures and the performance outcomes achieved. Findings reveal how the initial motivations of entrepreneurs lead to distinct business practices, which in turn impact differentially entrepreneurial (...) outcomes. (shrink)

We attempt to identify and evaluate the association between key characteristics of not-for-profit hospitals and market concentration, as measured by the Herfindahl–Hirschman Index, using data available from the American Hospital Association, the Centers for Medicare and Medicaid Services, and the Internal Revenue Service Form 990. Our goal is to provide decision support to policy makers on factors that contribute to market competitiveness, which has been linked to improvements in efficiency, costs, and access to health care. We find that contributions are (...) positively associated with market concentration. This could indicate that well-run NP hospitals are rewarded both financially as well as with increased market share. We also find that a higher percentage of Medicare patients is positively correlated with market concentration. This could be explained by the fact that Medicare reimbursement rates are generally lower than those paid by private insurers ; thus, hospitals might not necessarily choose to operate in areas with high Medicare populations. Further, median income is negatively associated with market concentration. One explanation for this effect could be the fact that a population with a higher median income is in a better position to pay for services, making them attractive to hospitals as a potential market. Finally, we find that the presence of managers with voting rights on the boards of directors has no significant impact. (shrink)

BackgroundThe use of genetic test results in risk-rated insurance is a significant concern internationally, with many countries banning or restricting the use of genetic test results in underwriting. In Australia, life insurers’ use of genetic test results is legal and self-regulated by the insurance industry (Financial Services Council (FSC)). In 2018, an Australian Parliamentary Inquiry recommended that insurers’ use of genetic test results in underwriting should be prohibited. In 2019, the FSC introduced an industry self-regulated moratorium on the use of (...) genetic test results. In the absence of government oversight, it is critical that the impact, effectiveness and appropriateness of the moratorium is monitored. Here we describe the protocol of our government-funded research project, which will serve that critical function between 2020 and 2023.MethodsA realist evaluation framework was developed for the project, using a context-mechanism-outcome (CMO) approach, to systematically assess the impact of the moratorium for a range of stakeholders. Outcomes which need to be achieved for the moratorium to accomplish its intended aims were identified, and specific data collection measures methods were developed to gather the evidence from relevant stakeholder groups (consumers, health professionals, financial industry and genetic research community) to determine if aims are achieved. Results from each arm of the study will be analysed and published in peer-reviewed journals as they become available.DiscussionThe A-GLIMMER project will provide essential monitoring of the impact and effectiveness of the self-regulated insurance moratorium. On completion of the study (3 years) a Stakeholder Report will be compiled. The Stakeholder Report will synthesise the evidence gathered in each arm of the study and use the CMO framework to evaluate the extent to which each of the outcomes have been achieved, and make evidence-based recommendations to the Australian federal government, life insurance industry and other stakeholders. Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

Presumed consent alone will not solve the organ shortage, but it will create an ethical and legal context that supports organ donation, respects individuals who object to organ donation, relieves families from the burden of decision making, and can save lives.

In the early days of organ transplantation from deceased donors, the surgical team would bring the donor into the operating room with the recipient, the respirator would be stopped, and the team would wait for the donor’s heart to cease beating. This type of organ donation has been defined as donation after cardiac death, also referred to as non-heart-beating donation. These donors were not declared dead using neurological criteria, but rather using conventional cardiorespiratory criteria. In 1959, Mollaret and Goulon coined (...) the term “coma dépassé” for the patients with an irreversible state of coma and apnea. Jean Morelle and Guy Alexandre of the Catholic University of Louvain, Belgium, were the first to introduce a set of brain death criteria based on the description of coma dépassé, and carried out, in 1963, the first transplants from a brain dead donor in their country and in the world. LefebureIn May 2005 Rissho Kosei-kai sponsored its annual conference on the Lotus Sutra for the first time in China, at the new conference center of Beijing Normal University. Chinese Buddhist scholars Zhang Fenglei and Wei Dedong of Renmin University participated, offering discussions of "Earthly Orientation of Tiantai Buddhist Doctrine" and "Zhanran's Doctrine about the Nature of Insentient Beings and Its Ecological Implications," respectively. While the main focus of the discussions at the conference was on Buddhist interpretations of the Lotus Sutra in the T'ien T'ai and Tendai traditions, the organizers invited two Christian theologians, Ruben Habito and Leo Lefebure, to participate, thereby adding an interreligious dimension. An illness in his family prevented Habito from attending, but the paper he had prepared, "Ultimate Reality and Religious Praxis: The Lotus Sutra, T'ien T'ai, and Nichiren," was presented and discussed. On the morning of the first full day, Lefebure presented the paper "Wisdom, Compassion, and Charity: The Lotus Sutra and Augustine." In it he compared the rhetorical strategies of the Lotus Sutra and Augustine. The Lotus Sutra and Augustine articulate a dilemma of communication: the Sutra notes that only another Buddha can understand the wisdom of Shakyamuni Buddha, and Augustine warns that no human understanding is adequate to comprehend the mystery of God. According to the Lotus Sutra, the resolution of this difficulty comes through the use of upaya or, more specifically, upaya-kausalya, variously translated as "expedient" or "skillful" or "appropriate" means, including similes and parables. The wisdom of the Buddha that cannot be captured conceptually through pondering or analysis may nonetheless be conveyed in nonliteral form through concrete narratives, and the Lotus Sutra presents a number of celebrated examples. These narratives promise to transform human existence decisively, freeing humans from attachments and awakening them to wisdom (prajna) and compassion (karuna). Through [End Page 195] wisdom and compassion the Buddha establishes skillful means in order heal the suffering of human beings and to lead them into these virtues.During the same time that Kumarajiva and his companions were translating the Lotus Sutra into Chinese, Augustine of Hippo proclaimed that the gospel of Jesus Christ offered humans the possibility of victory over ignorance, sin, and death and supreme bliss in union with God in heaven. Pondering and analysis cannot grasp the meaning of God, and so Augustine warned his congregation, "If you have comprehended, what you have comprehended is not God." Despite the inadequacy of all human thought and language to comprehend God, Augustine trusted that God has used finite signs, like the narratives of the Bible, to communicate the saving knowledge of God's love. Signs point to realities; even though the signs posited by God never express the divine reality adequately and literally, they can nonetheless reorient human life away from untrammeled, self-destructive desire (cupiditas) and toward the self-giving love that Augustine calls charity (caritas). Eugene, OR: Cascade Books, 2006. 116 + xii pp.Paul Ingram of Pacific Lutheran University is a long-time veteran of Buddhist-Christian dialogue and a generous contributor to the Society for Buddhist-Christian Studies. His earlier book, Wrestling with the Ox, took the famous Zen ox herding pictures as an entry point for reflecting on the transformation of (...) identity that can take place in Buddhist-Christian relations. The present book opens with the image of Jacob wrestling with God in Genesis 32 as a launching point for exploring religious diversity in a world ever more shaped by natural science. Ingram's thesis is that "Christianity is now in a process of decay and that dialogue with the world's religions—especially Buddhism—and Christian dialogue with the natural sciences are the two most important intellectual foci for thinking Christians" (p. x).Relating his position to that of John Hick while questioning Hick's Kantian epistemology, Ingram proposes a pluralistic evaluation of the world's religious traditions—or at least some forms of them. Ingram seeks to be deeply rooted in the Christian tradition while being open to the legitimate variety of other religions. Nonetheless, Ingram has rather harsh words to say about "legalists and fundamentalists" without ever offering a precise definition of who is included in these terms. He describes fundamentalists in all religious traditions as "trapped in the conventional categories of their ideologies" (p. 21), but what counts as "conventional categories" or as "ideologies" is never fully clarified.Ingram rejects any tradition's claim to have "the final or the exclusive or the inclusive Word about God" because this would be a form of idolatry, which Muslims call shirk (p. 19). Ingram's position would appear to condemn a very wide spectrum, including traditional Christians and Muslims who believe that their respective scriptures express God's final revelation. Such a grouping would appear to be far broader than those conventionally labeled "fundamentalist." For example, Vatican II's Dogmatic Constitution on Divine Revelation (Dei Verbum) expresses the traditional Catholic belief that Jesus Christ is the center of revelation and no further public revelation is to be expected before his Second Coming; the constitution also accepts historical criticism of the Bible and thus does not fit the usual model of "fundamentalism." Because "fundamentalist" is frequently not a contemporary form of self-designation, it would be helpful to have more specific guidance on how Ingram wishes to apply the term, especially to contexts that are not Christian. If all those who firmly hold traditional doctrinal views are included under this umbrella, Ingram's pluralistic thesis presents itself as firmly rejecting a considerable range of the world's religious traditions.Citing Alfred North Whitehead and contemporary physics, Ingram finds plurality and interdependence to be at the heart of all forms of existence, "from sub-atomic [End Page 201] particles to religious traditions to God" (p. 20). This is a clear rejection of the Muslim doctrine of tawhid, the radical oneness of God, which for Muslims excludes any notion of Trinity or plurality or interdependence in God. Kodithuwakku Kankanamalage, who is from Sri Lanka, serves as the Secretary of the Pontifical Council for Interreligious Dialogue; and Peniel Rajkumar leads the Interreligious Dialogue and Cooperation Programme of the World Council of Churches.Some authors examine how de Silva developed and modified his understanding of the relationship between Buddhist and Christian perspectives. In his early work in the 1960s, de Silva responded to Buddhist misunderstandings of Christian faith and practice. The sounds of the two bands clashed with each (...) other within the hearing of young Charles, violating all the usual rules of musical composition but creating a new, intriguing experience as he held them both in his hearing at the same time. Years later the memory of such experiences flowed into the mature music of his Fourth Symphony and other works.Some years ago I was chatting with Paul Knitter at a reception at a Catholic Theological Society of America convention when Catherine Cornille approached us with her usual energy and enthusiasm and asked us whether we would each like to contribute to her projected series of Christian commentaries on sacred non-Christian texts. In some ways the challenge of this project resembles that of the young Charles Ives—if we are already listening to one marching band, how do we hear another marching band that comes within our hearing, flowing into our awareness at the same time? In some regards the sounds directly clash, creating unimagined dissonances; the rhythms bounce against each other, breaking the rules of regularity; but out of the flux there may emerge a new aesthetic whole greater than the sum of its parts.As I reflected on Catherine’s invitation, the text that kept coming to mind was the Dhammapada, because I had cherished and appreciated this text for many years. The thought of writing a book-length commentary on the Dhammapada excited me. Later, Peter Feldmeier offered to join me, and so the project became a joint venture, with Peter offering a new translation and explanations of the Buddhist context and myself offering a Christian response. This essay is a reflection on my contribution to the process of writing a Christian commentary on the Dhammapada; portions are taken from the introduction and epilogue of that work.1 [End Page 181]Biblical Wisdom and the DhammapadaMuch of the challenge of comparative theology is deciding which aspects of the respective traditions to compare. I had long worked on the ancient Jewish wisdom tradition and its later reverberations in Christian theology, and so this was my starting point on the Christian side. To use the imagery of Ives’s experience, this was my original marching band. Like a marching band, the biblical wisdom tradition is not static, not a set of fixed positions, but always on the move. The wisdom teachers of the Old Testament engaged in conversations with the sages of Mesopotamia and Egypt; Solomon famously entertained the Queen of Sheba and they discussed wisdom together. The book of Proverbs includes an adaptation of the Egyptian Wisdom of Amenemope. Later, when the Greek philosophical tradition marched within range of hearing, heirs of the Jewish wisdom tradition such as Philo of Alexandria incorporated Hellenistic philosophies as well. We can also see this in the Wisdom of Solomon. Hellenistic Jewish wisdom writings were the matrix from which much of early Christian theology emerged. So my original marching band was already a blend of other bands.In form, the Dhammapada is a collection of wisdom sayings similar to the biblical book of Proverbs. There is no narrative. There are themes that recur again and again, and each chapter has a traditional title. Shakyamuni Buddha did not claim to be a prophet. He did not base his teaching on any special revelation from God, but rather on his own insight into the causes of suffering and the path to the end of suffering. Some sayings specifically address monastic life; others address all human beings.For Christians to ponder the wisdom of the Dhammapada is to enter into an age-old conversation concerning wisdom that spans centuries and continents and includes many different dimensions. Carl Mitcham makes the case for Leo Strauss’s importance as a theorist of technology whose work complements thinkers like Bernard Stiegler and others in philosophy of technology and science and technology studies. His main argument is that a political philosophy of technology follows from the core elements of Strauss’s unique analysis of modernity. Importantly, he adapts Strauss’s “cave within a cave” image to encapsulate the interventionist origins and subsequent artificiality of modernity, and, thus, helps us to see why a “Tractatus (...) The three discourses collected in this volume are from a collection of twelve essays published anonymously in 1620, which were associated with the Cavendish family—the family that served as patron and employer of Hobbes for many years. It was not until Leo Strauss discovered a manuscript version of these essays in Hobbes’s own hand that it began to be suspected that the essays might have been the work of a young Hobbes. Computer analysis of the text, comparing the various word (...) patterns of a work of questionable authorship with that of known authors, has established that three of the twelve essays match the later work of Hobbes and hence can be attributed to him. Throughout the twentieth century, scholars, artists and politicians have accused each other of "historicism." But what exactly did this mean? Judging by existing scholarship, the answers varied enormously. Like many other "isms," historicism could mean nearly everything, to the point of becoming meaningless. Yet the questions remain: What made generations of scholars throughout the humanities and social sciences worry about historicism? Why did even musicians and members of parliament warn against historicism? And what explains this remarkable career of the term (...) across generations, fields, regions, and languages? Focusing on the "travels" that historicism made, this volume uses historicism as a prism for exploring connections between disciplines and intellectual traditions usually studied in isolation from each other. It shows how generations of sociologists, theologians, and historians tried to avoid pitfalls associated with historicism and explains why the term was heavily charged with emotions like anxiety, anger, and worry. While offering fresh interpretations of classic authors such as Friedrich Meinecke, Karl Löwith, and Leo Strauss, this volume highlights how historicism took on new meanings, connotations, and emotional baggage in the course of its travels through time and place.
